The Italian news outlet ilsole24ore.com recently got its hands on a letter. This letter, it seems, was sent from the Guardia di Finanza to an IPTV user. It sheds light on an operation initiated in May 2022.

Apparently, they were targeting subscribers. The goal was to hold them accountable for any copyright infringements they might have committed.

In the letter, it is explicitly stated that law enforcement took measures to monitor users. They did so by “redirecting all national connections of Internet service providers”. This allowed them to observe the users’ online activity.

Authorities cleverly routed internet traffic through servers they controlled. This maneuver enabled them to monitor and pinpoint the identities of website visitors. They achieved this by tracking their IP addresses. Quite a sophisticated operation, wouldn’t you say?

Gian Luca Berruti, who heads investigations at the Guardia di Finanza, provided some insights to ilsole24ore. He revealed how authorities managed to track down those using IPTV services.

They used a two-pronged approach: they monitored all connections to unauthorized websites (IPs) in real-time. They then cross-referenced this digital information with details gleaned from payment systems. Ingenious, isn’t it?

It is believed that upwards of 1500 individuals received letters regarding their illicit activities. These letters served as formal notification.

The letters from the Italian police made it clear to recipients that they had a financial obligation. A fine had to be paid for their involvement in copyright infringement. It was a direct consequence of their actions.

The stipulated fine was 154 euros as a one-time payment. For repeat offenders, this amount jumped to 1032 euros. Quite a deterrent!

There was, however, a small window of opportunity to reduce the penalty. If users settled their fine within 60 days of receiving the letter, the amount was lowered. It became 51 euros, or 344 euros for those who had previously committed similar offenses.

This is not an isolated incident involving the Italian police taking strong measures. It’s become somewhat of a pattern.

Previously, the authorities have issued warnings to subscribers. These warnings have included potential fines and even court appearances. They have also been instrumental in shutting down IPTV operations. It seems they are determined to tackle this issue head-on.
