The MPA (Motion Picture Association) has provided the US Trade Representative with a list of “notorious markets” outside the US for 2023. This is an annual process overseen by the USTR, with input from organizations like the MPA, ACE, and others.
These markets typically consist of online streaming sites, applications, and IPTV services that these organizations find problematic. In their letter to the USTR, the MPA highlights the risks associated with online piracy, such as fraud and the increased spread of malware.
MPA acknowledges the USTR’s emphasis on “the potential health and safety hazards posed by counterfeit goods” this year and agrees that counterfeiting and piracy pose significant safety risks to American consumers. According to Internet safety experts, individuals purchasing piracy subscription services are often targets for identity theft.
The letter stresses the importance of avoiding these illicit platforms for the safety of Americans online. Online piracy also contributes to the proliferation of malware, as indicated by a 2018 study from Carnegie Mellon University.

The 22-page letter lists these “notorious” services, along with their locations and a brief overview of their offerings. Importantly, the MPA’s 2023 list includes indirect platforms like payment processors, registries, and ad networks that do not host or provide content.
